Description of Proposed Change: Extention of driveway
and installation of perimeter fence around Transfer Station.
Driveway: The current driveway (crushed concrete) enters
the Transfer Station site from the southwest property corner and extends about one hundred feet to the center of the property
where our septic tank vacuum truck unloads into grandfathered underground tanks. The proposed new driveway would extend the
current road in an arc, exiting the property near the southwest corner. The company Septic Solutions, LLC, of Richmond, Texas
will be doing the construction of this driveway. They will use select fill dirt, topped with crushed concrete. They will not
only extend the driveway, but also create a side-drive parking place for our new eighteen-wheeler. Septic Solutions will begin
this construction once the TCEQ has given us permission to begin. Perimeter fence: A perimeter fence will be installed (company
yet to be selected) once the TCEQ has given us permission to begin. We want a chain-link fence with barbwire top. This fence
will have two locking gates--one at each propterty entrance, which will swing inward. Greater detail for these proposed changes
can be found on the attached and sealed engineer's drawing.
Explanation detailing why the change is necessary: For
the past few years, we have used a middleman to haul our sludge off the Transfer Station property to its final destination
at Gulf Coast Authority in Pasadena, Texas. This middleman has been overcharging us, and we are not entirely pleased with
their service. In order to remedy this situation, we are in the process of purchasing our own transport truck and signing
our own contract with Gulf Coast Authority. As it stands now, the middleman transport truck has a difficult time maneuvering
onto and off of our Transfer Station property. Cumings Road is dead end, which means the truck enters from the west and has
to leave going west also. This proposed driveway arc would diminish the traffic problem of having an eighteen-wheeler turning
around on a very small county road. Our new truck would be able to enter on the east and exit on the west. The addition to
this drive is the creation of a parking place for our new eighteen-wheeler. The perimeter fence is to protect our new truck
from vandals.
Appropriate Revisions: I have included my own color drawing with explanation for ease of understanding
these proposed changes.
Reference to specific provision: TCEQ Chapter 305.70 Municipal Solid Waste Permit and Regisration
Modifications; "(j) Paragraphs (1)-(33) of this subsection are allowable permit and registration modifications is they meet
the criteria in subsection (d) of this section (i.e., they must apply to minor changes to an MSW facility or its operation
that do not substantially alter the permit or registration conditions and do not reduce the capability of trhe facility to
protect human health and the environment:" [Paragraph (j) fits your requirement because my changes are minor.] "(10) changes
to existing provisions in the site developments plan, site operating plan, engineering report, the Part A application form
of a permit or registration, or of any other approved plan regarding minimum equivalent performance-based requirements for
operating personnel or operating equipment needs." [Subsection (10) of paragraph (j) fits your requirements because the minor
changes to my site plan/engineering report regarding -1- the expansion of my driveway; -2- addition of a perimeter fence;
AND -3- changes to the Cumings Road traffic patterns for improved performance, ALL meet the "minimum equivalent performance-based
requiredments for operating personnel or operating equiment needs."
